Appointed by Milgo Foundation. Holds fiduciary responsibility for the institution, approves the capital plan, and appoints committee chairs. Board composition is being finalised ahead of registration.

How the institution is constituted.
SREC is being built to be diligenced. This page sets out the entity, its parent foundation, the bodies that will govern racing, and the current status of each — stated plainly, including what is not yet in place.
Structure
A foundation above, an institution below.
Milgo Foundation is the parent entity. It provides governance frameworks, continuity, and representation to partners and regulators, and does not raise capital for its own account.
SREC operates beneath it as an independent institution with its own board, operating team, and capital plan. The separation is deliberate: it means the club's assets, land interest, and partner commitments survive any single fundraising cycle or individual.
Partner capital is committed to SREC, governed against defined phases, and reported through the foundation. Diligence requests, including constitutional documents as they are filed, are handled by the office of the foundation.

Bodies & Committees
The framework that will govern racing.
02Planned
Racing & Integrity Committee
Will own the rules of racing, licensing of trainers, jockeys, and officials, stewarding, anti-doping policy, and equine welfare standards — modelled on established Gulf and international racing codes.

Registry & Studbook
Responsible for horse identification, ownership records, and the development of a recognised Somali studbook, with the intention of pursuing international stud book affiliation over time.
04Convened
Community & Land Council
Represents the Hudun community that sold the land. Consulted on site use, access rights, and community benefit; provides continuity between the institution and its host region.
05Planned
Audit & Finance
Oversight of capital deployment, procurement, and reporting. Partner funds will be held and reported against defined phases, with independent audit engaged before first capital drawdown.
06Open
International Advisory
An advisory circle of racing administrators, breeders, and officials from Gulf and East African jurisdictions to advise on standards, calendar alignment, and recognition pathways.
Named appointments are withheld until registration is complete and consents are in place. Prospective partners may request the current board slate and draft statutes under confidentiality.
